Summary
Annabelle has sixteen years of public and private sector experience in environmental and resource economics and sustainable development. She applies her skills to policy formulation and project evaluation for structuring the management of natural resources such as coasts, seas, freshwater and air. She integrates resource economic techniques in appraisals of projects in the field of climate change, coastal resources management, waste, water quality, control of pest species, energy and aquaculture for projects in China, Australia, New Zealand, the Pacific and Europe. She applies monetary evaluation techniques to assess environmental assets such as wetlands and rivers. She drafts in depth technical reports and makes presentations to the public, academia and consultancies. Clients include government departments, research institutes, regional councils, water authorities, the WB, the ADB and the EU. She is fluent in Luxembourgish, English, German, French and Italian.

Project name: Strengthening Disaster and Climate Risk Resilience in the Pacific Client: ADB Project period: Sun, 01/09/2013 - 12:00 Position: Environmental Economist - hazard management Location: Pacific Islands Deliverables The economic analysis enabled the prioritization of the proposed measures for urban planning and development. Alongside the economic estimates, qualitative analysis covering cultural, social, economic and environmental values will be identified, defined and ranked using techniques such as multi-criteria analysis. The approach built on and utilize the knowledge of both the project team and inter-governmental agency stakeholders to derive qualitative ranking for different hazard mitigation options against a broad range of assessment criteria. Both quantitative and qualitative analyses were used to allow for the most optimum comparison of proposed hazard mitigation measures.

Project name: Damage Cost Functions of Natural Disaster Impacts Client: National Institute of Water and Atmopheric Research (NIWA) Project period: Sun, 01/01/2012 - 12:00 - Fri, 01/03/2013 - 12:00 Position: Environmental economist - natural hazard management Location: New Zealand Deliverables Overall responsibility for the development of economic damage functions in partnership with NIWA scientists. Undertook an international literature review to identify functions relating to emergency services and relief aid, permanent business failure, business stock value functions and agricultural loss (stock drownings, crop and pasture loss). Developed economic damage functions for each category based on the literature review and expert opinions. Identified future work and ways to further refine the functions. Prepared two reports. Subsequent phases will look at other economic damage functions not yet developed.

Project name: Economic Impact Assessment of Potential Tsunami on the urban area of Whitianga Client: Thames Coromandel District Council & Waikato Regional Council Project period: Sun, 01/11/2009 - 12:00 - Thu, 01/07/2010 - 12:00 Position: Environmental economist - tsunami economic analysis Location: New Zealand Deliverables This report applied an economic impact assessment (EIA) to one proposed Tsunami scenario, a near-shore 2010 event during the high season. As an output of this process, a preliminary, but robust and defensible assessment of the relative national economic costs as a result of a tsunami event have been provided. An extensive data collection process was carried out to estimate total assets at risk. Assets included public, commercial, industrial and private properties, telecommunications and electricity infrastructure, wharves, roading, and utilities. Damage costs were extrapolated from existing studies and allocated accordingly to each asset category.

Project name: Water Resources Management Project Client: World Bank Project period: Wed, 01/08/2001 - 12:00 - Sat, 01/12/2001 - 12:00 Position: Environmental Economist - financial analysis Location: Liaoning Province, China Deliverables Assisted the multi-national team with financial analysis of wastewater treatment projects and estimated the economic impacts of diffuse pollution on reservoirs. In conjunction with another a senior financial analyst, developed an extensive and complex financial model to estimate the costs of establishing several wastewater management project. This included determining cost recovery options for the local authorities. Several site visits to the worst pollutants (chicken factory, tannery, agricultural activities) supported the data gathering process.

Project name: Environmental Impact Assessment of the Huanza Dam in Peru Client: Dutch Government Project period: Thu, 01/05/2003 - 12:00 - Mon, 01/09/2003 - 12:00 Position: Environmental & resource economist - carbon credits & renewable energy Location: Roumania Deliverables The objective of this project was to prepare the necessary information for submitting to the Dutch government in order to claim carbon credit for the building of the Huanza Dam displacing coal generation. Part of this involved reviewing and translating the environmental impact assessment report prepared for MWH. The credits would have been financed under the Dutch CERUPT carbon procurement program. Worked closely with the team based in Bucharest to draft environmental impacts for the Huanza Dam based in Peru. Calculated cabon dioxide reduction potential. Translated and reviewed the Environmental Impact Assessment for the Huanza Dam in preparation for the Dutch government’s review on carbon credit reductions.

Project name: National Value Chain Analysis Of Aquaculture in Timor Leste Client: Ministry of Foreign Affairs and Trade New Zealand Project period: Sat, 01/06/2013 - 12:00 - Tue, 01/10/2013 - 12:00 Position: Environmental and Resoure Economist Location: Timor Leste Deliverables Value chain, market and supply analyses We provided technical expertise and mentoring alongside IADE (Instituto de Apoioao Dezenvolvimento Empresarial) and the NDFA (Timor-Leste National Directorate of Fisheries and Aquaculture) aquaculture working group. We developed a: • Value Chain Analysis (VCA), of the economics of each production step for each key species (in-country mission). • Market Demand Analysis (MDA) focusing on the current market and future potential market opportunities for aquaculture products in Timor Leste. • Future Supply Analysis (FSA) addressing the ability of the production sector to meet the levels of demand predicted by the MDA

Project name: Methodology to forecast the growth of aquaculture in New Zealand Client: Ministry of Fisheries, New Zealand Project period: Tue, 01/02/2011 - 12:00 - Wed, 01/06/2011 - 12:00 Position: Environmental Economist Location: New Zealand Deliverables Used mixed methods to identify a methodology to forecast the growth of aquaculture to be applied at national level. Stakeholder consultation in three regioans, data collation, and identification of future sites. Used Multi Criteria Analysis to prioritise sites according to the four well-beings.
