Summary
An in-depth knowledge and extensive experience of environment and development issues, including technical assistance and capacity building projects in many parts of the world, particularly in Asia and the Pacific. During my work in 59 countries, I have demonstrated a strong commitment to the use of participatory planning and evaluation methodologies at the national and community levels, including local and national sustainable development planning and evaluation. My analytical skills include highly developed policy analysis skills with experience of integrated approaches to a wide range of issues including governance, environment, natural resource management, disaster risk management, climate change, livelihoods, resilience building, community development and social policy. In my work over the last 40 years, I have shown an ability to assess complex situations in order to succinctly and clearly distil critical issues and draw forward looking conclusions, identifying practical lessons for practical application and policy development.

During the UNCED process, I was responsible for consultation with stakeholders in New Zealand to ensure their effective contribution to the negotiations for 12 Agenda 21. From 1992-94, I was the Project leader for follow up to Agenda 21 in New Zealand, which included: - Coordination of an analysis of Agenda 21 by all Government agencies; - Preparation of a policy paper to Cabinet on New Zealand’s response to Agenda 21; and - Coordination of follow-up to Agenda 21 and Local Agenda 21 in New Zealand. Project name: Myanmar Rural Development Client: IFAD Project period: Wed, 01/02/2012 - 12:00 - Mon, 01/07/2013 - 12:00 Position: Rural Development Expert Deliverables tasks included preparation of a country assessment (desk study) for Myanmar, followed by a country mission in July 2010 and the preparation of a country programme strategy that was accepted by the Myanmar Government in February 2013. I also designed an initial grant project for strengthening the delivery of rural development services by Government agencies that will serve as a learning exercise for future investment by IFAD in Myanmar.

Project name: Environmental Impacts of Cyclone Nargis Client: UNEP Project period: Wed, 01/01/2014 - 12:00 Position: Senior Expert Deliverables Coordinate UNEP’s activities for the Cyclone Nargis recovery process. My tasks included: - Establish an environmental help-desk to support Government and donor post-cyclone recovery efforts; - Provide advice and assistance to UN agencies and INGOs on integrating environment into their recovery efforts; - Ensure integration of environment into the PONREPP; - Assist the Government of Myanmar to identify policy constraints and capacity gaps at the community, provincial and national levels; - Assist the NCEA to carry out an assessment of how environment is integrated into the Government’s recovery and reconstruction plans; - Design a project for capacity building at community, local authorities and national Government level for environmental management, sustainable livelihoods, and DRR.
